'Moderator Control'

Certain areas or characters who arent controlled by anyone in particular come under the Moderator Control rule. The characters are controlled by responsible staff under their normal accounts. All staff members (Administrators, Global Moderators, Moderators) can reply as one of these characters. This is a power reserved for Cannon Characters mostly.
